Saskatchewan Disability Action Plan

The Saskatchewan Council on Disability Issues released the Saskatchewan Disability Action Plan :June 28, 2001.  The Minister of Social Services tabled the report in the Legislature and responded positively to the vision and principles set out in the action plan.   

"The Disability Action Plan reflects a paradigm shift in the way society responds to individuals with disabilities. Instead of focusing on deficits, the document focuses on strengths. This action plan speaks to the desire of all individuals with disabilities to be treated with respect, to be seen as individuals, to be heard, and to have choices about how and where their needs are met."  Executive Summary Saskatchewan Disability Action Plan

The Saskatchewan Disability Action Plan is a positive step forward for improving the quality of life of individuals with disabilities.  The policy framework of the Action Plan is based on achieving citizenship through self-determination and the inclusion of individuals with disabilities in all aspects of community life. 

The first steps and recommendations of the Action Plan represent a comprehensive and systematic approach to overcoming barriers to inclusion for individuals with disabilities.  It also speaks about the need for greater attention and discussion on issues affecting aboriginal individuals with disabilities.

The Government of Saskatchewan 2004 Throne Speech included a reference to the provincial government developing a comprehensive disability strategy.  The Budget Speech that followed included disability as part of the Government's workplan.

The Government of Saskatchewan has not fulfilled commitments made in the 2004 Throne or Budget speeches. 

Inclusion is the theme of the 2005 Throne Speech, however, it makes no reference to the inclusion in our society of individuals with disabilities.
