What has happened since Ratification?

 Article 33.2 of the CRPD calls on states to establish “frameworks” that “promote, protect and monitor” implementation of the Convention.   Article 4.3 requires state parties to work closely with persons with disabilities and their orginizations, based on the motto of advocates involved in drafting the Convention, “Nothing about us, without us”.  

In essence the CRDP requires Canada to develop a national implementation plan, in collaboration with people with disabilities and their organizations, which covers all levels of government in a federal state (Article 32.2) such as Canada.  

Despite an apparent recognition of the requirements of the CRDP IDEA has become more and more concerned about the pace of implementation and the lack of a public and transparent consultation process.  This appears to be especially true when it comes to the provincial and municipal levels of government,
